Vision - The City Government of Isabela will manage emergencies and disasters through an efficient and effective Disaster Risk Reduction Management.

Mission - The City Government of Isabela through the City Risk Reduction Management Council will respond to all types of emergencies and disasters, natural calamities or manmade and restore the normal livelihood of its affected constituents.
