REQUIRED DOCUMENTS:
1. Fully accomplished Application Form;
2. Application letter addressed to the Congressman;
3. Confirmation Certificate(COC) to be issued by the NCIP Benguet office; or
Certificate of Residency from the Barangay of at least five years or more for non members of Benguet ICC’s/IP’s;
4. Birth Certificate (photo copy);
5. Certificate of Indigency from the Municipal Social Welfare Development Office(MSWDO);
6. Certificate of Good Moral Character from last school attended;
7. High School Card for entering freshmen (photocopy); or
Latest Grades for College students duly signed by the Registrar’s office with the average of at least 80%; and
8. Valid and fully accomplished School Registration Form (photo copy);
9. Certificate of Enrolment duly signed by the School Registrar’s Office – submitted only upon approval of applicants grant.
SELECTION CRITERIA FOR GRANTEES
a) Qualifications of an Applicant
1. Must be a member of Benguet ICCs/IPs only;
Resident of Benguet of five years or more for non member of the ICCs/IPs;
2. One grantee per family;
3. Must be least fortunate but deserving students who meets the minimum requirement;
4. Total no. of GRANTEES shall be equally distributed to the 140 Barangays of Benguet. However, in cases where:
4.1 No qualified applicant in a certain barangay; and
4.2 Applicants are lesser than the slot allotted per barangay.
The Benguet Congressional District Office has the full discretion to decide on what appropriate action to address the concern/s.
5. Prioritization shall be as follows:
a. Orphan applicants;
b. Child of a single parent; and
c. Members of an Indigent family.
6. Applicant must belong to the low income families identified by the barangay and duly certified by the Municipal Social Welfare and Development Office as indigent;
7. Applicant must be physically and mentally fit to pursue his/her intended course;
For Tertiary Education:
1. Student must be a high school graduate or has passed
the Alternative Learning System Exams given by the
Department of Education (Dep-Ed);
2. May have earned some units in college;
3. Who intends to enroll in a baccalaureate degree.

ACADEMIC REQUIREMENT AND CONDITIONS FOR QUALIFIED GRANTEES
(A). Academic load requirement:
1. A grantee must carry the regular load required by the baccalaureate course he/she is taking as prescribed and approved by the curriculum of the school concerned.
2. Academic load requirement is not applicable to Vocational/Technical Courses.
(B). Conditions:
1. Dropping of subjects maybe allowed if it will not prolong residency in school or maybe taken during summer at the expense of the grantee.
2. Shifting of course is allowed not later than the first semester of the second year and 80% of the subjects/units must be carried and it does not prolong residency in school.
3. Grants shall be non – transferable.
GROUNDS FOR CANCELLATION, DISCONTINUANCE AND REPLACEMENT
(A). Grounds for Cancellation:
1. Those found out to have tampered or falsified any of the required documents;
2. Grantees that are enjoying any other government scholarship programs; and
3. None submission of the required documents (Grades/Certificate of Enrolment).
(B). Grounds for Discontinuance:
1. Grantees who incurred failing marks on any of their academic subjects required by their curriculum;
2. Inability to complete incomplete grades within the prescribed period allowed by the school; and
3. Dropping, shifting of courses and transferring without prior notice and approval of the office of the Congressman.
(C). Replacement:
Waived, cancelled or discontinued grants shall be availed of by new qualified applicants.

FINANCIAL BENEFITS
A financial/educational assistance in the amount of FIVE THOUSAND PESOS (P5,000.00) per semester or TEN THOUSAND PESOS (P10,000.00) per school year shall be provided for each grantee.
