Specific objectives of the project
Development of a model for forecasting and identifying labour market needs
Strengthening and supporting institutional capacities for creating learning outcomes-based curricula, developed by modular type, in favour of labour market
Introduction of innovative methods of teaching approach. Video conferencing systems /teaching that make people easy to interact and maximise productivity over any network, any time, anywhere around the globe)
Support of the ministries and Sectorial Sectoral working groups/councils in BiH
Sectorial support in Higher education to outcome-oriented curricula taking in account connection of occupational standards with the standards of qualifications through sets of competencies and learning outcomes.
Project activitis
Project can be translated into the seven carefully planned WP. Activities and outcomes of this Project will be focused on the building of Qualifications Framework Platform based on the adoption of the learning outcomes approach by developing learning outcomes-based curricula in higher education with full respect to the Bosnia and Herzegovina Baseline Qualifications Framework, qualifications standard and recognising thus provides support for its development and implementation in accordance with the all criteria and procedures of the EQF and the QF-­‐EHEA.
Overview of outcomes and activities for 1st year:
− Research and examine the information and data from the labour market
− Conduct self-assessment and scanning of selected curricula at each PCU
− Creation of a model for forecasting and identification of labour market needs
− Development of a practical quide to curricula development, assessment and evaluation in HE
− Establishment of multimedia training classrooms
− The creation of training materials and software for multimedia classrooms
− Training staff for organising smooth functional webinars
− Collecting best EU practices
− Development of action plan.
In the 1st project year activities are connected with capacity building. After workshop in M 2 with aim to collect and collate the necessary information from the of research of labour market needs, develop the set of key questions which will be defined consider the rate of unemployment amongst graduates, with an detailed overview on specific selected qualifications, their demand and the quality of competencies that graduates possess, or should possess. Up to 200 employers, in relation with previously selected sectors and curricula at PCUs will participate in the created survey. At the same time, at least 30 different curricula in different cycles of study will be self-assessed and scanned at the PCU, to get information about quality of selected qualifications and their compatibility to the NQF and the EQF in relation to LO. Report on existing practices will be produced. Based on collected data in M6 the project will begin creating a Model for forecasting and identifying labour market needs in accordance with the European strategy for employment through establishing a partnership between the companies, Employment and HEIs. In M4, M7 and M9, study visits will be organized, in order to obtain best EU practice, during which three representatives from each PC partners will be trained on the development of qualifications based on LO approach in HE. In M9 a practical quide to curricula development, assessment and evaluation in HE will be the result of the successful cooperation between the representatives from three EU HEI and other partners and based on the collected data. Also based on obtained data each PPU will develop a action plan for the next three years for the pattern of working and training of the academic population, student’s representatives and economy sector firms in area of research information from the labour market and creating LO based curriculum, developed by modular type, in favour of labour market based on obtained data. Fully functional Multimedia training classrooms (Webinar & Online Conference) with developed training materials and software and trained PCU Technical staff will be developed for organizing smooth functional webinars.
Overview of outcomes and activities for 2nd year:
− Capacity building seminars for training academic community and other stakeholders
− Design of Pilot learning outcomes-based Curricula at PCU.
In the second year of the project Capacity building seminars for training academic and stakeholders will be organized and held at each PCUs in selected sectors (up to 5) and transfer of knowledge in area of research information from the labour market and creating LO based curriculum, developed by modular type, in favour of labour market will be ensured. Each of the PCUs will delegate three new pilot study programs (total 18).
Activities in the third year:
− Appointing of expert’s members of Sectorial experts group
− Validation of qualifications according to the pilot curriculum
− Dissemination conference.
In M5 of the third project year sectorial expert members will be appointed by the relevant ministries with previously established criteria set by HEA for selection. Report of valuing with all supporting documents will be written in M 9 of third project year with created minimum standards of qualifications and occupations and created requirements for entry into the standard qualifications, learning outcomes, occupational standards and sets of competencies. With the MCU, PCU know-how led by QQS validation of all qualifications based on the pilot curricula will be done. Dissemination conference will be held in M12 of 3rd year of life project.
Quality Control and Monitoring (QCM) of project activities and results will be realised continuously throughout the whole duration of the project in a way described in WP 5. 3 annual monitoring reports will be submitted to Project Consortium. Initiall,this project will undertake activities to improve the project website www.bhqehe.eu which will serve as a platform for sharing all the information related to the project activities and their results. We plan to promote and present the project results by organising open days at each of the PCUs which aim to create project awareness environment and to promote the project idea. Reports to the EACEA will be prepared assisted by SB. In BiH SUSBiH will be the country contact point which closely cooperate with IL and all PCU. Project managers of UL, UA
(MCU), UNTZ and SUSBiH (as BiH representatives) will act as a steering board (SB). All the decisions will be made only with the agreement of all the partners.
