Council works closely with the creative industries, multicultural groups, peak government bodies, business, tourism and the broader community to foster creativity.

Council owns and operates two of the City's key performance venues which attract national and international acts as well as providing a platform for local artists:

• The Tanks Arts Centre
• Cairns Civic Theatre

Cultural Services team operates:
• To lead, facilitate and contribute to the growth of creative communities and industries (including cultural tourism) across the region; and
• To use arts and cultural programs to respond to specific social needs identified in various communities across the region.

The arts and cultural sector consists of individual practitioners, groups and organisations which are supported by government and other forms of sponsorship (the subsidised sector), as well as creative businesses (the private sector), the latter often referred to as the creative industries.
