ความเป็นมา
สำนักงานคณะกรรมการการเลือกตั้งจัดตั้งศูนย์ศึกษาประชาธิปไตยเพื่อให้เป็น ศูนย์การศึกษาที่สามารถศึกษาค้นคว้าได้ด้วยตนเอง เป็นห้องเรียนรู้หลักการและกระบวนการพื้นฐานของประชาธิปไตยและการเลือกตั้ง โดยประยุกต์รูปแบบมาจากศูนย์ศึกษาประชาธิปไตยประเทศออสเตรเลีย มีการจัดตั้งครั้งแรกเมื่อ พ.ศ. ๒๕๔๙ ภายในมหาวิทยาลัยธรรมศาสตร์ ศูนย์รังสิต ในปัจจุบันได้จัดตั้งศูนย์ศึกษาประชาธิปไตยแห่งใหม่ ณ ศูนย์ราชการเฉลิมพระเกียรติฯ อาคารรัฐประศาสนภักดี ชั้น ๑ ถนนแจ้งวัฒนะ เขตหลักสี่ กรุงเทพมหานคร

History
The Democratic Education Center(DEC) was established by the Office of the Election Commission in 2006,as self learning democratic center.
DEC was first located in Thammasat University, Rangsit Campus which later move to the Government Complex , Ratthaprasasanabhakti Building on the 1st floor, changwattana road, Laksi Bangkok.

ศูนย์ศึกษาประชาธิปไตยเป็นหน่วยงานหนึ่งในสำนักวิจัยและวิชาการ สถาบันพัฒนาการเมืองและการเลือกตั้ง สำนักงานคณะกรรมการการเลือกตั้ง โดยมีแนวคิดในการจัดตั้งให้เป็นศูนย์การศึกษาต้นแบบในการศึกษาประชาธิปไตย ผ่านสื่ออิเล็กทรอนิกส์ และโสตทัศนูปกรณ์อันทันสมัยที่มีระบบการนำเสนอที่หลากหลายเพื่อกระตุ้นให้เกิดความสนใจ อาทิ ภาพยนตร์ เกมส์ แบบทดสอบด้วยตนเอง สถานีจำลองสถานการณ์จริง กระบวนการนำเสนอเปรียบเสมือนห้องทดลองให้เยาวชนและผู้สนใจเข้ามาค้นคว้าและสัมผัสได้เหมือนจริงด้วยตนเองอันเป็นการวางรากฐานแนวคิดเกี่ยวกับประชาธิปไตย ควบคู่ไปกับการสร้างพลเมืองประชาธิปไตยที่มีคุณภาพ มีจิตสำนึก เชื่อมั่นในหลักเหตุผล เคารพกติกา ศรัทธาในหลักการประชาธิปไตย และสามารถนำไปประยุกต์ใช้ให้เกิดประโยชน์ในชีวิตประจำวันต่อไป

Main idea
Democratic Education Center(DEC) is a unit in the Research and Academia Affair under the Political and Electoral Development Institute, Office of the Election Commission.
The main purpose is to be the place to learn for democratic issue through out many channels such as electronic media and audio visual presentations to capture in various sources such as movies, games, quiz and visual simulation station.

รูปแบบการนำเสนอภายในศูนย์ศึกษาประชาธิปไตย แบ่งการนำเสนอออกเป็น ๗ ห้อง ได้แก่
๑. ห้องแนะนำศูนย์ศึกษาประชาธิปไตย เพื่อให้ผู้เข้าชมเข้าใจถึงภารกิจ และภาพรวมของศูนย์ศึกษาประชาธิปไตย ใช้สำหรับแนะนำศูนย์ฯ ลงทะเบียนผู้เข้าชม และสามารถศึกษาพัฒนาการประชาธิปไตยไทยด้วยตนเองผ่านบอร์ดไฟ และคอมพิวเตอร์
The presentation of the Study Center for Works in the exhibition hall.
Exhibition Room 1 is a release. And prepare registration cards of visitors. Classrooms in the study of history and the emergence of democracy in Thailand. By offering a forum of information through light. And a computer.
๒. ห้องภาพยนตร์ เพื่อให้ผู้เข้าชมทราบประวัติความเป็นมา และวิวัฒนาการการเมืองการปกครองของไทย ผ่านสื่อภาพยนตร์ ประกอบภาพ แสง สี เสียง และเทคนิคพิเศษต่างๆ
Exhibition Room 2 is multi-vision room. The history and evolution of Thai politics. Through the medium of film, video and special lighting.

๓. ห้องการเรียนรู้ เพื่อให้ผู้เข้าชมได้เรียนรู้ในลักษณะปฏิสัมพันธ์ ซึ่งมีเนื้อหาเกี่ยวกับหลักการขั้นพื้นฐานของประชาธิปไตย รัฐธรรมนูญ การเลือกตั้ง พรรคการเมือง และ การมีส่วนร่วมทางการเมือง ผ่านเทคนิคการนำเสนอที่แตกต่างกัน แบ่งออกเป็นห้องเรียนรู้ ๔ ห้อง ประกอบด้วย
Exhibition Room 3 is a room to learn. The interaction (Interactive Learning) is related to the basic principle of democracy, constitution, elections, political parties and political participation. Divided into classes that consist of 4 rooms.
ห้องเรียนรู้ที่ ๑ (ห้องสีเหลือง) ใช้สำหรับเรียนรู้เกี่ยวกับเรื่องระบอบประชาธิปไตย รวมถึงความหมาย หลักการ คุณลักษณะของสังคมประชาธิปไตย ผ่านบอร์ดข้อมูลและจอภาพระบบ ๓ มิติ
Class at 1 (yellow room) is about democracy. Including the definition of the characteristics of a democratic society. Through forums and a computer with a 3-D TV system.
ห้องเรียนรู้ที่ ๒ (ห้องสีส้ม) เป็นความรู้เกี่ยวกับรัฐธรรมนูญ อำนาจอธิปไตย รูปแบบการบริหารราชการแผ่นดิน ผ่านบอร์ดข้อมูลและคอมพิวเตอร์ พร้อมค้นหาข้อมูลรัฐธรรมนูญในระบบe-bookผ่านแทปเลต
Classes at 2 (orange room) is about constitutional, sovereignty, form of government. Through forums and a computer. And search the Constitution in the e-book through tapping letters.

ห้องเรียนรู้ที่ ๓ (ห้องสีเขียว) เป็นความรู้เกี่ยวกับการเลือกตั้ง ความหมายและหลักการสำคัญของการเลือกตั้ง การเลือกตั้งระดับต่างๆ คณะกรรมการการเลือกตั้งและสำนักงานคณะกรรมการการเลือกตั้ง บทบาทพรรคการเมือง ผ่านบอร์ดข้อมูลและคอมพิวเตอร์ระบบสัมผัสจากหน้าจอ
Classes at 3 (green room) is knowledgeable about the election. Definition and principles of the election. Elections at different levels. Election Commission and the Office of the Election Commission. The role of political parties. Through forums and a computer touch screen.
ห้องเรียนรู้ที่ ๔ (ห้องสีฟ้า) ศึกษาเรื่องการมีส่วนร่วมทางการเมือง กิจกรรมทดสอบความเป็นพลเมืองในสังคมประชาธิปไตยผ่านคอมพิวเตอร์ระบบสัมผัสหน้าจอ และเครื่องตรวจจับการเคลื่อนไหวที่ช่วยกระตุ้นให้เกิดความสนใจ
Classes at 4 (blue room), study of political participation. To test for citizenship in a democratic society through a computer touch screen. And motion detectors to help stimulate interest.
ห้องนิทรรศการที่ ๔ ห้องสาธิตการเลือกตั้ง จัดให้ผู้เข้าชมได้แสดงบทบาทสมมุติเป็นผู้สมัครรับเลือกตั้ง ผู้ใช้สิทธิเลือกตั้ง และกรรมการประจำหน่วยเลือกตั้ง และลงคะแนนเลือกตั้งรวมถึงกระบวนการนับคะแนน บรรยากาศการหาเสียงเลือกตั้ง รวมถึงแนะนำเครื่องลงคะแนนเลือกตั้งต้นแบบที่จะนำมาใช้ลงคะแนนแทนการกาบัตรเลือกตั้งในอนาคต
Exhibition Room 4 Demonstration of the election. Provide visitors role as a candidate. The election. And election of officers. And voting and vote counting process. Atmosphere of the campaign. And introduced into a prototype voting machine that will be used to check a ballot vote in the future.
ห้องนิทรรศการที่ ๕ ห้องจำลองรัฐสภา กำหนดให้ผู้เข้าชมฟังการบรรยายเรื่องการประชุมรัฐสภาจากวิทยากรของศูนย์ฯ จัดให้ผู้เข้าชมได้แสดงบทบาทสมมุติเป็นองค์ประชุมและจำลองการประชุมรัฐสภา ซึ่งจะทำให้เข้าใจถึงบทบาทของการเป็นสมาชิกสภาผู้แทนราษฎร ที่ได้รับเลือกตั้งและได้รับมอบอำนาจอธิปไตยมาจากประชาชน
Exhibition Room 5 multi-purpose room. Used for activities such as seminars and workshops to promote learning for visitors waiting before or after the visit. Mock Parliament. Allow visitors to listen to lectures from speakers of the congress center. The visitors had a quorum and a role model Parliament. This will give insight into the role of the elected House of Representatives is authorized and sovereignty of the people.
ห้องนิทรรศการที่ ๖ ห้องอเนกประสงค์ ใช้ในการจัดกิจกรรมต่างๆ เช่น ประชุม สัมมนา และอบรมเพื่อส่งเสริมการเรียนรู้ให้แก่ผู้เข้าชมระหว่างรอก่อนเข้าหรือหลังเข้าชม
Exhibition Room 6 multi-purpose room. Used for activities such as seminars and workshops to promote learning for visitors waiting before or after the visit.
ห้องนิทรรศการที่ ๗ ห้องจัดนิทรรศการพิเศษในวาระต่างๆ รวมถึง การจัดนิทรรศการเกี่ยวกับการเลือกตั้งทั้งในและนอกประเทศในระดับต่างๆ โดยจัดหมุนเวียน ให้เหมาะสมกับสถานการณ์
Exhibition Room 7 meeting rooms, exhibition and special events, including exhibitions relating to the election, both domestic and international levels. By circulating to suit the season.

การเข้าเยี่ยมชมศูนย์ศึกษาประชาธิปไตย
เปิดบริการทุกวันราชการ วันจันทร์- วันศุกร์ เวลา ๐๘.๓๐-๑๖.๓๐ น.
เปิดให้เข้าชมทั่วไปวันละ ๔ รอบ
ส่วนการเข้าชมเป็นหมู่คณะ วันละ ๒ รอบ เวลา ๑๐.๐๐- ๑๒.๐๐ น.และ เวลา ๑๓.๐๐-๑๕.๐๐น.
การเข้าชมรอบละประมาณ ๕๐ คน ใช้เวลา ๒ ชั่วโมง/รอบ โดยไม่เสียค่าใช้จ่าย

Open daily service Monday - Friday 08.30 am -16.30 pm .
Open to traffic at 4 cycles.
For The group visits a day, 2 cycles start 10:00 to 12:00 am and
13:00 to 15:00 pm (2 hours/ cycle) about 50 people for cycle.
