Mandaluyong City has a mass of informal settler families concentrated at the heart of the city. The Welfareville Urban-Poor Communities inside its biggest barangay, Brgy. Addition Hills.

Welfareville Property is a DSWD Administered idle land since its foun ding administrator Dr. Jose Fabella. It was the former home of Boystown and home for the aged likewise the sanctuary of Vietnamese refugees during the vietnam war.

Today it is home to around 30,000 families resulted from major domestic migration from regions 5,6,7,8. Bigger opportunity to work and better weather conditions, opted this families to moved over mandaluyong as their relatives live with certain semi-secured future.

After 5 decades the community's tenure status is still informal in nature as no major housing program has been formulated to address the prevailing need of these families. RA5260, a special law authorized the government to disposed the property for the benefit of the youth welfare is still in effect, thus attempt to apply for Presidential Proclamation to give the parcels of land to the community is ineffective unless RA5260 has been amended and or repealed.

Currently, a study of a Public Housing System is underway to maximize land use addressing the actual number of housing needs of the community of which in the system, generation after generations of youth will be benefited in their right to shelter, safer and conducive community to grow with.
