The Philippine Health Insurance Corporation (PhilHealth) is a government-owned and -controlled corporation. It is the administrator of the National Health Insurance Program (NHIP) which was created by virtue of the National Health Insurance Act of 1995 or Republic Act 7875, as amended by Republic Act 9241 and Republic Act 10606--the same law that established PhilHealth.

The NHIP, as a social health insurance program, is guided by the principles of universality, equity, and social solidarity.

All Filipinos should have financial access to quality health care services and should, therefore, have NHIP coverage (Universality). Further, access to care must be a function of a person’s health needs rather than his or her ability to pay (Equity). Guided by community spirit, the NHIP enhances risk sharing among income groups, age groups, persons of differing health status and residing in different geographic areas (Social Solidarity).

PhilHealth sees to it that the different sectors in Philippine society are provided financial risk protection with enhanced benefits and improved stakeholder engagement through its six membership programs—Formal Economy, Informal Economy, Sponsored, Indigent, Lifetime, and Senior Citizen.

Different Regional and Local Health Insurance Offices (LHIO), PhilHealth Express and Satellite Offices, and accredited collecting agents, among others, serve the various members and stakeholders of the program.

In Central Visayas, PhilHealth Regional Office VII serves the provinces of Cebu, Bohol, Oriental Negros, and Siquijor.

In the Metro Cebu area, a LHIO serves in Mandaue City and a PhilHealth Members' Assistance Center (PMAC) serves in Cebu City.

LHIOs in the cities of Danao and Carcar serve north and south Cebu, respectively.

In Bohol, there is the Talibon LHIO in the north and the Tagbilaran City LHIO in the southwest.

LHIOs in the cities of Dumaguete and Bais serve north and south Oriental Negros, respectively.

In Siquijor Province, a Satellite Office serves at Poblacion, Siquijor.

PhilHealth Express Offices (PEO) also serve inside Ayala Center Cebu, SM City Cebu, Robinsons Fuente, Robinsons Galleria, and SM Consolacion.

In Bohol, a PEO serves inside Galleria Luisa in Tagbilaran City; and in Negros Oriental, it is inside Robinsons Place-Dumaguete City.
