1973 – Pilot FFWS for the Pampanga river basin was established thru the financial assistance from Japan Government
1978 – A disastrous flood wreaked destruction and death downstream of the Angat Dam in Bulacan, since then authorities saw the need for a flood forecasting and warning system at major dam sites
1983 – The two-staged scheme started (Phase I and Phase II) to ensure efficient operation and management of reservoirs and to help mitigate flood damages downstream of major dam sites in Luzon
Phase I – Establishment of a Flood Forecasting and Warning System for Angat and Pantabangan
Phase II – Establishment of FFWS for Magat and Binga/Ambuklao Dams and PAGASA Data Information Center & Repair/rehabilitation of existing FFWSs
