MESSAGE

Greetings of peace!

I am pleased to present the 2011 State of Barangay report which contains the performance of Barangay Langagan in the six (6) aspects of governance, namely, Administrative System and Procedure, Legislative Services, Extent of Community Participation, Social Services, Economic Development and Environmental Management.

This report shall serve as the basis in the formulation of programs, projects and activities geared towards amore effective and efficient delivery of services to the constituents. It will also be a reference in crafting Barangay Agenda as embodied in Barangay Development Plan.

The report aims to strengthen the partnership of the barangay with National Government Agencies (NGAs), higher Local Government Units (LGUs), Non Governmental Organizations (NGOs) and other stakeholders as it presents a vivid picture of the development condition of the barangay. Above all, it aims to increase the awareness of the residents on the State of the Barangay, so that the become more involved and participative in barangay affairs.

Lastly, my sincere/heartfelt gratitude to the Department of Interior and Local Government (DILG) in coming with a Barangay Governance Performance Management System (BGPMS) which paved the way to the formulation of this report.

Brief History:

Long long time ago this place was a thick forest in the eastern part of two adjacent rivers, “BALIW” was the old name given by the first settlers in the poblacion for people who cross the two rivers before they could reach the place Baliw was inhabited by few Itnegs and Negritos who put up small huts in the forest Pagkakaingin .
One day during the Spanish rule, a Spaniard adventurously crossed the bamboo bridges and went the place where the natives lived. This stranger went to first hut he saw. A Negrito couple lived in this hut. The stranger asked the name of the place. At that time woman was cooking. While the rice was burning (makmakset), the Spaniard asked “Que Llame este lugar”, meaning what the name of the place? The rice was cooked in an earthen pot cold “banga”. Instead of answering his question, which the native did not understand, he called the attention of his wife saying “ Langangan mo yawe”, meaning remove the pot form fire with the use at silong a rattan pot holder. The Spaniard heard the word “Langagan” which he thought the place was Langagan, which he reported later to the Spanish authorities in the poblacion after coming from the place.
As years passed, the people of the place change the name Langagan to Langagan because it seemed nicer for them to pronounce Langagan. Since then and to present this place is called LANGAGAN

In the five (5) aspects of Barangay Langagan Performance initiated by the Department of Interior and Local Government. Barangay Langagan is really doing what has to be done and taking steps to be more effective in conveying and delivering the basic services needed by its citizenry.








Although, Barangay Langagan is considered to be really performing the task and functions given to the leaders by its citizenry, there are still needed to be improved in all of the five aspects of barangay performance.
In Governance, There is a need to have more General and Tax Ordinances to be enacted related to the needs and prosperity of every endeavor in order for the barangay officials and its citizens to be more progressive.
In Barangay Administration, The Barangay Officials need to have more training and seminars regarding their respective committees for more knowledge on how to be effective and reliable on their tasks and duties given to them by their citizens, they ought to serve, to the best of their ability and capacity.
In Social Services, considering the geographical location of the barangay, being the farthest from the town proper, it need to have its own source of transportation, not only for transporting emergency cases but also for the barangay tanods to patrol the whole barangay, including its sitio wherein it is 2.75 kilometers away from the barangay proper.
In Economic Development, although there are some households, who had their own backyard garden and the barangay nursery itself, there is still need to have more backyard gardens where every household can rely on during drought and related matters on vegetable shortage, instead of always buying in the market. There must also be seminar/trainings for livelihood programs for the citizens.
In Environmental Management, The barangay must have its own truck for garbage collection so as not to rely mostly on burning and compost pitting and to avoid the destruction of Mother Earth on wrong doings of garbage disposal.

Organizing the Committee on Barangay Governance Performance
Management System (BGPMS)

WHEREAS, The barangay is the smallest political unit of the state and as such is mandated to perform functions and deliver basic services to the people. To respond effectively and efficiently to the needs of the people and inadequacies in the barangay, the barangay functionaries must be able to diagnose properly what the needs and inadequacies are;

WHEREAS, The Barangay Governance Performance Management System (BGPMS) introduced by the Department of Interior and Local Government (DILG) is a self-diagnostic tool designed to enable the barangays to generate a true picture of its state of governance.

WHEREAS, To be able to maximize the benefits that can be derived from the BGPMS, it is therefore imperative that a Committee on BGPMS to be organized.

NOW, THEREFORE, WILFREDO L. CABUYADAO Barangay Captain of Barangay Langagan by virtue of the powers vested on by law do hereby order to;

Organizing the Committee on Barangay Governance Performance
Management System (BGPMS)

WHEREAS, The barangay is the smallest political unit of the state and as such is mandated to perform functions and deliver basic services to the people. To respond effectively and efficiently to the needs of the people and inadequacies in the barangay, the barangay functionaries must be able to diagnose properly what the needs and inadequacies are;

WHEREAS, The Barangay Governance Performance Management System (BGPMS) introduced by the Department of Interior and Local Government (DILG) is a self-diagnostic tool designed to enable the barangays to generate a true picture of its state of governance.

WHEREAS, To be able to maximize the benefits that can be derived from the BGPMS, it is therefore imperative that a Committee on BGPMS to be organized.

NOW, THEREFORE, WILFREDO L. CABUYADAO Barangay Captain of Barangay Langagan by virtue of the powers vested on by law do hereby order to;

Section 1. To organize the Committee on BGPMS in the barangay of Langagan.
The Committee on BGPMS is hereby organized and constituted as follows;
