The most prestigious Alpha Phi Omega International Collegiate Service Fraternity was founded on December 16, 1925 by Lord Frank Reed Horton and thirteen undergraduate scouts of Easton College, Pennsylvania, USA.

Following his military service during the first World War, along with his experience in the scouting movement, Dr. Horton envisioned an organization that would "train young men to become the future statesmen of the world and instill in them the scouting principles of Leadership, Friendship, and Service with the end goal of attaining international understanding and lasting peace."

The organization quickly spread out in the United States and eventually found its way in the Philippines; this time, in the second World War. During the period of reconstruction, Filipino university students became acquainted with American military officers who were members of APO. On March 2, 1950, a group of students headed by Dr. Librado Ureta organized the first chapter of Alpha Phi Omega in the Philippines at the Nicanor Reyes Hall of Far Eastern University.

UP Manila Alpha Phi Omega was formally organized at the Old NEDA Building on February 24, 1991 by Danilo Gorospe, a member of Alpha Phi Omega in the Diliman campus of the University of the Philippines.

To date, Alpha Phi Omega is the largest existing Greek-lettered fraternity in the world, present in the most prominent colleges and universities across the continents. It has produced a reputable roster of alumni who have made their marks as leaders in their fields and as leaders of nations.
