CPD is "the post-licensure practice of inculcating skills, knowledge and ethical values upon all professionals through various methods such as formal learning, informal learning, self-directed learning, on-line learning activities, and accredited professional work experience."

The CPD Council of the Board for Librarians aims to ensure that licensed librarians continue to uphold the highest professional standards in the profession through CPD programs responsive to the needs and demands of Philippine LIS professionals and at the same time, is aligned with the Qualifications Framework of the Philippines and the ASEAN.
