Barangay Holy Spirit was created with the passage of Batas Pambansa No.546 and enacted by the Batasang Pambansa on April 10, 1982 as sponsored by Assemblyman Rogelio Quiambao.

The Barangay territorial jurisdiction segregated from Barangay Old Balara, which then covered Tandang Sora up to what is now Barangay Commonwealth. Originally, the barangay land covers about 453 hectares with about 79,000 population based on survey preceeding its creation.
The barangay is bounded at the North – Northeast by Fairview, East by Commonwealth, South by Batasan Hills, South – Southwest by Old Balara and West by Culiat and Pasong Tamo.

The name of the barangay was taken from the name of the first parish church established in the barangay which is the Parish Church of the Holy Spirit located at BF Homes, Holy Spirit, Quezon City. From then on the barangay was called and known as Barangay Holy Spirit.
Upon its creation, the first Officer – in – Charge was designated in the person of Kagawad Edilberto Aquino, assisted by designated Kagawad Domingo Cañero and Kagawad Fernando Alejos.
During the first Barangay Elections in 1989, Fernando Alejos was elected Barangay Chairman with the following Kagawads in descending ranking : Kgd.Felicito A. Valmocina, Kgd. Geronima V. Espino, Kgd.Alexander Sales, Kgd. Edilberto Aquino, Kgd.Bert Espinosa, and Kgd.Domingo Cañero.
However, with the sudden death of Chairman Alejos, Felicito A. Valmocina assumed the helm of leadership as Barangay Chairman in 1992. Hence, the rise of a new and dynamic leader who started the shaping of a progressive community.
