The current realities of continuing increase of tuition fees in universities and colleges have further aggravated the problems of the educational sector. The closure/non-payment of pre-need companies catering to the educational needs of the students by way of scholarships has dislocated many would-be college enrollees. The heavy migration of families in the city due to the worsening peace and order condition in the neighboring regions has further aggravated the already over-populated state universities and colleges.

Reality check, the increase of tuition fees made it even more difficult for indigent children to avail of good education in the city or to be awarded with the needed training that could give them a good life in the future. What is even remorseful is that, on top of the school fees, the increased fare rates, meal allowances, boarding house rentals, school uniforms, textbooks and heavy equipment in the course of study is another plight that parents surely face in their desire to send children to College. Thus, many opted not to continue formal education in the tertiary level because of complexities of living.

The Philippine Government places high priority in the development of Mindanao and launched the Mindanao National Initiative that aims to foster equity, stability and uplifting of the Mindanao People. Mindanao has a high poverty incidence and low levels of social development. Not just in Western Mindanao but also parts of Northern Mindanao, many are suffering from poverty. This resulted to illiteracy since many could not afford higher education especially those that come from the far-flung areas who could no longer receive assistance from the government.

People have the right access to all levels and forms of education provided by the state. And so, we have the best alternative learning system through the Asian Business Cabletow Cooperative Academy (ABCCA), Inc.

The growth of learning institutions is heavily dependent on increased enrollment fees. In order to respond to the challenges and issues that confront the education sector, the Asian Business Cabletow Cooperative Academy (ABCCA), Inc. was established as a product of the Kibbutz, the RABO Bank in the Netherlands, and Bavarian Cooperative Academy and Raiffeisen experiences which flourished out of strong bond and cooperation. It is anchored in providing quality, relevant, practical, and affordable education. As a strategy, it employs the most effective use of cooperative system as a conduit to better education, with strong partnership or linkages with government and non-government programs to enhance its operations.

ABCCA, Inc. envisions to be the purveyor of knowledge and skills through a pro-poor yet quality educational system and processes. Hence, it constantly aspires to be globally competitive in knowledge and technology at par excellence. The key fundamentals of this institution are tied on the principles of empowerment and cooperation, holistic development and values formation and strategic management governance. It is our cherished belief that education is the key to poverty alleviation.

To realize the vision of ABCCA, Inc. the 'human resources management' develops pool of volunteer trainers and educators who are competent and strongly learner-centered committed to provide service excellence.

To prepare a solid foundation for improving the quality of living of most families from the depressed areas of Mindanao, particularly Cagayan de Oro City and Bukidnon, the initiative of the founder of the ABCCA, Inc. then CDA Administrator, Dr. Soc Anthony M. del Rosario, together with his working team, would indeed help the less fortunate children, widows, and orphans. This is through a comprehensive plan for short-term programs under the Technical Vocational Education and Training (TVET) curriculum following a modular instruction that would make education easier and accessible for all.

ABCCA, Inc. developed a skills training program to respond to the specific educational needs of the youth. It believes that education, like a cooperative should be for all irrespective of who and where the recipient-learners are.
