'The law of the Cannabis Commons'

Hewing to the principle that there are certain benefits from which we should not be excluded, but rather have our access guaranteed, the Farm Cannabis Foundation commits to advancing New Zealand to a world leadership position in the research and development of the medicinal, nutritional, and industrial applications of the plants known as Hemp/Cannabis within New Zealand.

The fact that our physiological and mental health depends on a little known but well documented 'endogenous cannabinoid system' makes the research and development of raw, non psychoactive, plant remedies and nutraceuticals a priority task to improve health outcomes, reduce health costs, and provide education and employment opportunities for New Zealanders.

As the single plant which can do the most to move New Zealand to a biological economy, and away from the known perils of an over reliance on petro chemicals, the Foundation considers the other 50,000 uses of Cannabis (including, but not limited to food, fibre, medicine, fuel, chemical feed stock, and construction material), worthy of opening up to appropriately regulated market forces.

The Foundation does so with a firm belief in a vibrant private sector, and a best practise state sector; to ensure scalability, an ownership stake for the community, and honest competition.

Of all the uses of Cannabis, psychoactive use by adults for pleasure is intrinsically the least valuable.

However, its dangers have been grossly exaggerated, as evidenced by the fact it has never been criminalised in many countries, and is now emerging into ever more legal markets in an increasing number of sovereign countries and states.

Given these facts, the Foundation supports a universal right to cultivate Industrial Hemp and the plant more commonly recognised as Cannabis, with the proviso that Cannabis may not be sold for psychoactive use without appropriate licensing, and third party testing for quality and safety.

The supply of cannabis to youth for psychoactive purposes shall be a criminal offence, unless provided under medical supervision for therapeutic purposes.
