RUC came into existence on 4th October 2008 and was called Ulama Council. It was the initiative of Maulana Aamir Rashadi Madni, who held a meeting of all the prominent religious clerics of Uttar Pradesh specially of Azamgarh and nearby areas on 4th October 2008 and thus Ulama Council came into existence. Ulama Council was established to provide a protective shield to the natives of eastern Uttar Pradesh specially Azamgarh who were going through severe mental trauma after the Batla House Encouter and a feeling of insecurity was widely spread among the citizens of this historical city which has produced hundreds of son's who have sacrificed their lives for the nation. It was the formation of Ulama Council and the action's taken by it which gradually brought back the confidence of the Purvanchalite's and they were reunited with the main streamline of the society without any feeling of insecurity. Hundreds of students who had left their academic career at different places in the country and youths who had left their jobs and employments due to this feeling of insecurity and trauma started going back to their works in different cities and to pursue their dreams. It was the Ulama Council which officially booked a 24 bogie train on 29th January, 2009 and took thousands of citizens from Azamgarh, Jaunpur, Faizabad, Lucknow, Aligarh, Bijnour, Delhi to register it's protest against the central government for the injustice being done to it's people and asked for a judicial probe of the encounter and till date Ulama Council or RUC is fighting the Batla House case on different platforms constituting from legal to Human rights to social along with other organizations and individuals who believe in truth. Again on 20th February, 2009 RUC booked two trains and took thousands of commons to convey their protest against the state government and to highlight the injustice being done to the natives of Azamgarh and Jaunpur to marginalize and isolate them from the society and to put a break on the progress of these people who are progressing in all the fields be it education, business, employment, sports or any other field to serve the nation. Gradually this movement of Ulama Council transformed into a mass movement and after all the protests and demonstrations, when their was no sign of relief either from state or central government ,a lot of thinking and analysis was done and then Ulama Council was transformed into Rashtriya Ulama Council, a full fledged political party. It was read that in a democratic country the best way to get your demands fulfilled, to get your people’s issues registered and noticed, to get justice to the people was to raise your voice on a political platform and get your presence identified not by the number of heads but by number of votes. Thus RUC participated in the 2009 parliamentary elections on 5 seats and as expected RUC didn’t win any seat but they rarely had anything to loose but gain and secured approximately 2.25 lac votes which is highly appreciated by the election analysts considering that the party is only 5 months old with no organizational structure at district, block or village level. Most importantly, it did not get into alliance with other parties, and decided to take on formidable Bahujan Samaj Party, Samajwadi Party, BJP and Congress single handedly.
