The Odisha State Youth Policy (OSYP) 2013 was released on 7th April 2013 by the Hon’ble Chief Minister, with the aim to harness the benefit of the demographic dividend, create and enabling environment and actively engage youth in social, economic, cultural and political process. The State intends at converging the efforts of all stakeholders across civil society, institutions and corporate sector and aligning government policies and programmes with the requirements of the youth, thereby expanding the opportunities for them to participate in and benefit from state and community development process. The policy intends to provide equal opportunity and experience to enable youth for developing knowledge, skills and competencies to play an active role in all aspects of the society.

The policy envisions the “young people of Odisha to be fully enabled, motivated, engaged and empowered to accomplish their full potential, have healthy lives, progress far in education, secure productive livelihoods, participate in their communities, have a say in their future and contribute to the growth and development of the state”.
The Active Citizenship and Personality Development Programme would attempt to develop leadership qualities, national character, comradeship and personality development among the youth. It will motivate the youth to act as focal point for dissemination of knowledge in the community and involve them in nation building process.
