Danish support to capacity building in the programme countries shall be based on national Human Resource Development plans for the individual sectors. In principle, Danish HRD support is conditional upon the formulation of an overall plan for capacity building in the sector in question in order to secure partnership and accountability. Thus, Danish support to national plans will be based on assessment of the quality of such plans and shall be financed via sector programme funds. As a rule, support should primarily be earmarked broad, sector-based capacity building instead of individually based further education/training.
