Penny Russo is Manager and Top Decorator for Complete Window Fashions. Penny has been the industry for over fifteen years creating beautiful window treatments and interior designs.

Penny comes from a family of upholsters and was raised knowing the quality of home furnishings, especially good quality frames, fabrics and workmanship. Penny's mother also taught her pattern making, and that's when Penny decided to take a course available in fashion design and interior design. After two years of working at that, Penny took various Home Decorating courses through correspondence.

Penny open "LOOKs," a ladies boutique in the Belmont Village in 1996 and she enjoyed having a great customer base from the surrounding Westmount area designing/manufacturing custom fashions and accessories.

"I have had a great deal of exposure to quality furnishings and draperies since my mother made custom draperies for businesses throughout her life. I started to help my mother when I was eleven years old. I helped cut, sew and finish draperies for her clients. The finishing is the most important consideration. The hanging and pressing was crucial. It absolutely made the look."
