PLANSMART Development Solutions is a two-person, boutique planning consultancy offering a complete range of land use planning services to clients throughout Queensland. The consultancy specialises in development assessment, policy development, project management and general planning advice, all offered promptly and at affordable rates.

The founding partners of PLANSMART Development Solutions are Mike Hartley and Kimberley Toomey. Mike has over 30 years professional planning experience in local government, the state government and private practice. Mike has worked in executive planning positions in both local and state governments, the most recent being Director of Planning and Development at Gympie Regional Council for seven years from 2007. Mike has extensive experience in statutory planning, development assessment, policy formulation and implementation and managing projects, large and small.

Kimberley has in excess of 15 years professional planning experience within local government and private practice, most recently as the Manager of Planning Strategy and Major Projects with Gympie Regional Council. Kimberley's specialist skills include appraisal of complex development proposals, environment planning advice, writing workable and sensible policy documents including planning schemes, urban design and place making, and managing projects.

With over 45 years combined experience in senior positions with public planning authorities and
extensive, in-depth knowledge of the planning and development framework in Queensland, Mike and Kimberley are in a unique position to offer clients fast, accurate and contemporary advice.
